Our priorities are as follows:

1. Services to infants, children and youth with visual disabilities and additional handicaps, including deaf-blindness; and to their families.
2. Support of development of networks of families of children with vision handicaps and multiple disabilities.
3. Program support in the form of training, materials and other forms of technical assistance.
4. Individually determined project lengths and activities.
5. Emphasis upon supports to improve the specific local project, but with attention given to national systems whenever possible and necessary.
6. Supports to selected countries based on the limitations of our resources and the readiness of countries to implement services.
7. Consultation, information and advice may be provided to any agency, whether or not we have a project with that agency.
8. Collaboration with other providers will be based solely on joint programmatic interest.
9. Materials developed through this Program will focus specifically on the needs of children with visual disabilities and other handicaps.
10. Project staff will collaborate with local organizations, utilizing available resources and expertise.
